The International Consortium of Investigative Journalists, the nonprofit that coordinated the “Panama Papers” investigation, gives us some some insight into how they assess impact. They share their process with MediaShift including the three simple questions they ask when approaching projects: “Is a system that is designed to protect people broken or failing, is it of global concern and is the investigation likely to make an impact?”.
